K-12 eLearning Legislation 2008
Current eSTATS Legislative Action Action:
HB 2064
REFERENCE TITLE: e-learning task force
HB2064: eSATSi is the lead supporter of HB2064 whose prime sponsor is Mark Anderson, Chair of the House Education Committee. This bill directs the Arizona eLearningi Task Force to study eight critical areas for effective adoption of eLearning in Arizona, and report back to the Legislature. These reports will support legislative policy development that will be in place when tax revenues increase in the next year or two to funding eLearning initiatives in Arizona.
Virtual Classroom Bill: Representative Andrew Tobin is working with his committee to develop a virtual classroom bill. The evolving concept of this legislationi would provide free courses in popular K-12 subjects to any Arizona classroom over a course delivery system provided at as a donation by an Arizona enterprise.
Mastery Learning Based Funding Bill: The Arizona charter schools are developing a bill that would provide an alternative to the seat time requirement for current state K-12 funding under the ADAi (Average Daily Attendance) funding formulas. eLearning can accelerate student time to learn from 50% to 200%. Having to log seat time based on legacy education means is a waste of student time. Seat time requirements severely decreases the efficiency, effectiveness and flexibility benefits of eLearning and is a major drag effective deployment.
